CHILMARK PERSONNEL BOARD MEETING MARCH 22, 2006
CHILMARK TOWN HALL FINAL

CALL TO ORDER:  7:00 PM  

PRESENT:  Members Jennie Greene, Max McCreery and Lois Norton.  Also present:  Staff Liaison Polly McDowell, Selectmen’s Liaison Riggs Parker, Melanie Becker and Chuck Hodgkinson.  Absent:  Richard Williams, Executive Secretary Tim Carroll and Susan Heilbron.

MEETING MINUTES:  The February 22, 2006 meeting minutes were reviewed.  Ms. Norton made a motion to approve the minutes as presented.  Mr. McCreery seconded and the vote was unanimous in favor.  It was agreed to defer the vote of approval for the February 8 minutes until Mr. Williams returns from vacation.

ADP BENEFITS TRACKING:  Ms. Becker presented a status report and draft letter to all employees explaining how ADP will track accrued and used vacation, sick and personal time benefits.  After discussion the PB agreed to have ADP also track accrued and used compensatory time (comp. time) rather than the Police Department’s accrued holiday time because the Police Department already has an accurate procedure for tracking holiday time.  The additional reasons for having ADP track comp. time is there are more “other” town employees that have the potential to accrue comp. time and the Fair Labor Standards Act (FLSA) mandates that employers must keep accurate records of comp. time. The PB thanked Ms. Becker for all of the hard work.

PROJECT LIST: The PB project list was reviewed.  It was agreed to complete the Exempt/Non-Exempt and Salaried /Hourly Wage recommendations when the full PB is available.  Copies of the PB follow up letters to the Board of Selectmen regarding the seven personnel policies and Shellfish Constable job description were distributed.  Chuck H. will follow up with Mr. Carroll on the paid lunch policy, break time and status for all employees.  

EVALUATIONS:  Chuck Hodgkinson updated the PB on Mr. Carroll’s progress with the staff evaluations.  The PB asked if they could review the evaluations before the April 24 Annual Town meeting.  Chuck H. said this is a large, time-consuming project and the timing is tight but agreed to follow up on the request.

With no further business to discuss the meeting adjourned at 8:45 PM.
